The Hu Standards Working Group at the Ostrom Workshop

This document serves as the initial Hu (Human Impact Unit) Standards Working Group (HuSWG) charter until such time as it is amended by the working group members. The HuSWG is an initiative under the Indiana University Ostrom Workshop with the remit of deliberately and iteratively expanding the Hu methodology standards and guidance accepted by the community as necessary for an appropriate Hu analysis.

Structure

The HuSWG will feature thirteen (13) voting individuals responsible for vetting, refining, and proposing additions or modifications to the Hu analysis methodology. Of these thirteen (13) members, no less than six (6) must be enrolled or hold a position in an academic institution, and no less than six (6) must represent the interests of industry. Within academic and industry representations, the membership will strive to be representative of individuals in all stages of their professional life. Each proposal developed by the HuSWG must be distributed for no less than 30 days of public comment. Following the comment period, every unique comment on the proposal must be discussed or addressed in the preamble to any standards update, and if more than two-thirds (2/3rds) of the comments back argue that the standard should not be adopted, the proposal cannot be adopted in its then final form. If less than two-thirds (2/3rds) of public comments argue the standard modifications should not be adopted, the HuSWG may adopt the standard with a simple majority vote.

 

Each voting member of the HuSWG will serve for a three-year term and may only serve three (3) terms consecutively. Prospective members may be nominated by current HuSWG members, the general public, or by the prospective member themselves. If multiple candidates are available to fill a single HuSWG position, current HuWSG members and members of the public will have access to vote through a ranked-choice voting process. If a candidate or a member is identified as unsuitable, the candidate or member may be removed with a two-thirds (2/3rds) vote of the standing members.

 

Process

Proposed modifications to the Hu methodology standards will be accepted on a rolling basis through the HuSWG proposal submission portal. The HuSWG will choose which of the proposed changes will be considered each quarter, with each quarter starting the first day of the months of September, December, March, and June. The HuSWG may accept any number of proposals, with each proposal earning a simple majority vote being accepted.
